    It was through Mark’s vision that World Fiber Technologies, Inc. began and grew into the nationally recognized provider of innovative solutions for the fiber optic and wireless telecommunications industries, as well as a DOT Intelligent Transportation Systems contractor, specializing in signalization, tolling and smart highways. His 26 years’ experience in leadership, business development, strategic planning, and complex negotiation along with his strong work ethic and dedication are at the core of World Fiber’s solid construction and engineering reputation.

    Mark invests in creative, accountable talent who possess strategic specialties in “old” heavy industrial and “new” technology-driven economies. He then integrates talent with like investments in capital equipment and technology. The result is a self-sufficient, nimble and highly leveraged force, producing quality construction, on time, at competitive prices.

    Steve Shirley 

    Executive Vice President & CFO

    Steve Shirley is a proven manager and leader with nearly  years in the construction industry as an accountant, office manager, and contract administrator. His professional experience includes finance, accounting, contracts, budgeting and cost control principles including Generally Accepted Accounting Principles and automated financial reporting systems as well as knowledge of federal and state financial regulations. Ability to analyze financial data and prepare financial reports, statements & projections. As CFO, Steve is responsible for all financial and fiscal management of the Company’s operations. Steve provides leadership and coordination in the administrative, business planning, accounting, finance and budgeting as well as maintaining executive relationships with bankers, bonding agencies and attorneys. He is also the bidding specialist, handling the submission of bids and bid packages. He provides critical financial insight and strategic support to the CEO/President, as the organization continues to grow.

    Lisa Moulder

    Senior Contracts Manager

    Lisa Moulder is a highly experienced Contracts Manager with a specialty in legal contracts in the construction and real estate industries. Her extensive experience in contracts administration, as well as attention to detail and strong work ethic, makes her a valuable asset to World Fiber. Lisa is also a proven leader and problem solver; she has received referrals praising her ability to easily grasp complex legal and contractual issues. Lisa believes in serving clients with top-notch customer service and professional negotiations.

    Phil Buchanan

    Vice President, Bridge Division

    Bridge and tunnel work are highly specialized areas requiring years of experience, expertise and equipment. While usually components of an Intelligent Transportation System or Freeway Management System, they can also be stand alone projects  due to the complex nature of each bridge or tunnel and their requirements. Phil  Buchanan’s specialty is devising unique solutions to bridge and tunnel challenges to complete complex projects safely, soundly and securely. Phil learned “the bridge and tunnel business” the old fashioned way. He has scaled, climbed, erected, cabled, or repaired most bridges throughout the US and while still in the heart of the work, he also leads World Fiber crews to do the same. Phil was the Project Manager for the Sunshine Skyway Bridge.
